As business owners and leaders it is important to remain informed and prepared as this outbreak continues to impact our local and global communities. While recognizing social distancing is essential and important during this time, we do not want to overlook the importance of investing in our local economy.

The City of Pittsburg has compiled a list of resources now available for employees and employers who have been impacted by COVID-19. As new resources become available, this guide will be updated as needed.

The Workforce Development Board (WDB) and Contra Costa County Board of Supervisors have announced the opening of a new call center to provide businesses impacted by the COVID-19 pandemic with information and resources. Businesses and workers can reach WDB staff members who can provide information and resources for dealing with lay-offs, insurance needs, federal small business loans, and payroll subsidies. The WDB call center team can also assist with tapping into programs to reduce utility costs, access online career training, protect payroll, and other business services.

The Small Business Administration (SBA) and the Department of Treasury have released information that will guide the programs created through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, including:


Eligible recipients may qualify for a loan of up to $10 million, with loan payments potentially deferred for six months. Small businesses, eligible nonprofit organizations, individuals who are self-employed or are independent contractors, and others are eligible if they meet program size standards.

Loan payments will be deferred for 6 months, and loan amounts will be FORGIVEN as long as:

  1. The loan proceeds are used to cover payroll costs, and most mortgage interest, rent, and utility costs over the 8-week period after the loan is made; and
  2. Employee and compensation levels are maintained.

As part of the federal CARES Act, the new Pandemic Unemployment Assistance (PUA) program helps unemployed Californians who are business owners, self-employed, independent contractors, have limited work history, and others not usually eligible for regular state UI benefits who are out of business or services are significantly reduced as a direct result of the pandemic. The provisions of the program include:

  • Up to 39 weeks of benefits starting with weeks of unemployment beginning February 2, 2020, through the week ending December 26, 2020, depending on when you became directly impacted by the pandemic.
  • A new 13-week federal extension for those who run out of their regular state-provided UI benefits (maximum 26 weeks). File a PUA claim and you may be converted to the federal extension once it is available.

The SBA is offering low-interest federal disaster loans for working capital to California small businesses suffering substantial economic injury as a result of the Coronavirus. The interest rate is 3.75 percent for small businesses. The interest rate for private non-profit organizations is 2.75 percent. SBA offers loans with long-term repayments in order to keep payments affordable, up to a maximum of 30 years. Terms are determined on a case-by-case basis, based upon each borrower’s ability to repay.

California Infrastructure and Economic Development Bank (IBANK)

IBANK has a Small Business Loan Guarantee Program for loans up to $1 million and a JumpStart micro lending program for loans up to $10,000 with accommodations for disasters. 

California Treasurer’s Office

The California Treasurer’s Office has a small business loan program with special disaster assistance that is used extensively by the CDFI community.


Employers experiencing a slowdown in their businesses or services as a result of the Coronavirus impact on the economy may apply for the UI Work Sharing Program through the State of California Employment Development Department (EDD). This program allows employers to seek an alternative to layoffs – retaining their trained employees by reducing their hours and wages that can be partially offset with UI benefits. Workers of employers who are approved to participate in the Work Sharing Program receive the percentage of their weekly Unemployment Insurance benefit amount based on the percentage of hours and wages reduced, not to exceed 60 percent.

Employers planning a closure or layoffs due to COVID-19 impact may get help through their local workforce development board’s Rapid Response program. Rapid Response teams will meet with you to discuss your needs, help avert potential layoffs, and provide immediate on-site services to assist workers facing job losses. Employers experiencing a hardship as a result of COVID-19 may request up to a 60-day extension of time from the EDD to file their state payroll reports and/or deposit state payroll taxes without penalty or interest. A written request for extension must be received within 60 days from the original delinquent date of the payment or return.

Financial and Technical Assistance for Small Business

The California Entrepreneurship Task Force (ETF), with the support of the Office of the Small Business Advocate (OSBA) at GO-Biz, hosted its second rapid response session, titled “Meeting the Moment,” for small businesses impacted by the COVID-19 pandemic. The sessions are meant to connect and share resources, challenges, barriers, and opportunities for small businesses to pivot and adapt to the marketplace during COVID-19.

On March 18, Congress passed The Families First Coronavirus Response Act to address the public health implications of the coronavirus and insulate Americans from extreme economic hardship by:

  • Providing free Coronavirus testing for all Americans;
  • Establishing protections for health care workers;
  • Expanding funding for food aid programs to help those at risk get the nutrition they need;
  • Providing paid sick leave for millions of Americans;
  • Establishing emergency family and medical leave for workers at companies with 500 employees or fewer to ensure that they can care for themselves or loved ones who become ill; and
  • Strengthening unemployment insurance benefits to help workers who lose their jobs due to the outbreak.


Individuals who have had their hours reduced or have lost their job through no fault of their own may be eligible for unemployment benefits. Learn more by visiting the State of California Employment Development Department EDD website.

If you are unable to work due to having or being exposed to COVID-19 (certified by a medical professional) you can file a Disability Insurance (DI) claim. Disability Insurance provides short-term benefit payments to eligible workers who have full or partial loss of wages due to a non-work-related illness, injury, or pregnancy. Benefit amounts are approximately 60-70 percent of wages (depending on income) and range from $50-$1,300 a week.

The Governor’s Executive Order waives the one-week unpaid waiting period, so you can collect DI benefits for the first week you are out of work. If you are eligible, the State of California Employment Development Department (EDD) processes and issues payments within a few weeks of receiving a claim.


Californians who are unable to work because they are caring for an ill or quarantined family member with COVID-19 (certified by a medical professional) can file a Paid Family Leave (PFL) claim. Benefit amounts may vary depending on income.


If your child’s school is closed, and you have to miss work to be there for them, you may be eligible for Unemployment Insurance benefits. Eligibility considerations include if you have no other care options and if you are unable to continue working your normal hours remotely. File an Unemployment Insurance claim and a State of California Employment Development Department (EDD) representatives will decide if you are eligible.



Food delivery services such as DoorDash and UberEats are waiving commission fees for all restaurants (new and existing) for the next 30 days. Services including GrubHub and Seamless are deferring commission fees.
